Quicktime Video Store Waiting for H264?

While ruminating over a Video iPod today, I was wondering why Apple couldn't break open the video content delivery revolution like they did for music. Create a video equivalent to iTunes for ripping your DVDs and cataloging them like music, then add an online store with a selection like netflix and charge $12 a movie. Set up that Airport Express with an s-video out and you've got a stream to your TV. What's the hang up?

Well, current movie file sizes are a far cry from AAC encoded albums. 700MB per movie is a lot to download. But with H264 promising 1/4 the file size for the same quality, we're getting into acceptable territory. At 175MB most fast cable users could watch the movie as it's downloading. Is Apple just waiting for the release of Tiger and it's inclusion of H264 to roll out the Quicktime Video Store?
