Why is eVoting So Hard?

I've been trying to avoid any kind of political post on TGB, but since this one is related to voting technology, I'll post it.

To be concise, there was a LOT of trouble with electronic voting machines. So this is a question for all you programmers out there.

Is this really that hard? While my own experience with programming is fairly limited, I know enough to hammer out a basic voter program with a reasonable amount of security and a paper trail. How long would it take to create a full featured voting solution that passes state certification? Say we had a team of 5 people.

I don't doubt that there's something I'm missing here, and hopefully you guys can fill me in. Undoubtedly there are also political challenges to getting an open source voting solution into the bid process, so it would be good to hear those concerns as well.
